The Community Development Block Grant Disaster Recovery Senior Manager is responsible for growth, development, and leading large-scale disaster recovery programs.
Requires knowledge of and significant experience with US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) disaster programs.
This position will drive business development through opportunity identification, market and client strategy development, proposal creation, internal, and external relationship development.
Qualifications • Bachelor’s degree in Accounting, Finance, Business, Public Administration, or an approved related field is preferred.
• Master’s Degree is preferred.
• Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP), certifications are preferred, but not required.
• Minimum 10+ years of previous experience in grant management, program management, disaster management programs or similar fields is required, 15+ years is preferred.
• 5+ years of consulting and/or client support and Business Development is preferred.
• 5+ years in a management or supervisor role.
• Knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes, including National Objectives and reporting requirements.
• Knowledge of and experience with the Disaster Recovery Grant Reporting System (DRGR) is preferred.
• The ability to collect and analyze data to inform CDBG-DR grant management and other research tasks as assigned is preferred.
• Demonstrates critical thinking and project management skill capabilities.
• Excellent interpersonal, written, and verbal communication skills in business and technical environments and within a diverse group of individuals.
• Able to work in a dynamic, fast-paced, innovative, and continuously changing environment.
• Ability to perform effectively, efficiently and with quality under tight deadlines and manage multiple priorities.
• Possess a high degree of professionalism including the ability to maintain high levels of confidentiality.
• Computer literate with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.
Responsibilities • Leads large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering HUD CDBG-DR funds.
• Evaluates client needs, recommends project approaches, and understands engagement scope, manages activities for completing work and overall quality control of client deliverables.
• Performs supervisory responsibilities of a team including serving as a performance career coach to staff, provides prompt feedback to Directors and Partners regarding staff performance, and completes annual staff evaluations.
• Drives revenue through new and incremental growth of current and prospective clients.
• Negotiates, prepares, and processes documents such as agreements, contracts, and requests for proposals/qualifications to support program operations.
• Manages the team through all phases of a program including strategic planning, work planning, mobilization, execution, and completion, consistent with established program delivery processes to meet the scope, schedule, budget, and other contract requirements.
• Provides leadership, direction, coaching, and development for personnel in the areas of performance management, problem resolution, planning, and assignment of work.
• Manages client situations; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation.
• Actively engages in business development activities such as participating at conferences, responding to request for proposals, including the identification and review of funding opportunities, and development of proposals.
• Leads and participates on proposal writing teams including writing and coordinating submissions.
• Develops disaster recovery thought leadership and insights.
• Identify recovery-related assistance gaps/needs and provide recommendations to leverage current resources to increase program impact.
• Ensures that the scope of work is completed to the satisfaction of the client and key stakeholders, while simultaneously ensuring that quality, financial, risk management, business and policy expectations are met.
• Communicates and works with the team on a variety of issues potentially including progress and status, scope, schedule and budget as well as progress of deliverables, client reviews, technical input, and comment resolution.
• Participates in executive, management, and company staff meetings, and attends other meetings and seminars.
• Ensures appropriate internal controls are in place to maintain compliance with external regulations and internal policies.
• Support the Firm’s strategic alliances and partnership, along with firm leaders, to sustain and grow client programs and services.
• Coordinates relevant relationships with clients, and federal, state, and local agencies.
• Analyzes trends and metrics, evaluates results of initiatives, and makes recommendations for continual improvements in efficiencies and quality.
• Oversees department staffing needs and participates as appropriate in recruiting activities (e.
g.
, interviewing, hiring, new hire and ongoing training, annual evaluations, etc.
).
• Participates in project budget development and monitoring of expenses.
• Ensures practice area employees are properly and accurately billing for time, reviews non-billable, billable and utilization reports.
Makes and communicates work hours or project adjustments as necessary.
• Generates necessary reports for the executive team, reviews subordinates’ reports.
• Proactively communicates any issues/concerns relating to service line.
• Develops proficiency for Firm software applications and procedures.
• Actively attends and engages in meetings and training sessions.
Other Duties: • Provides courteous and prompt service to all internal and external parties.
Prioritizes and addresses requests and assignments in a professional and cooperative manner.
• Identifies opportunities and recommends methods to improve service, and work processes.
Assists in the implementation of quality improvement initiatives.
